The Balai Cluster Small Field Risk Service Contract (Balai Cluster SFRSC) was awarded in August 2011 to Roc Oil Malaysia (Holdings) Sdn Bhd, Dialog D & P Sdn Bhd (a wholly owned subsidiary of DIALOG) and PETRONAS Carigali Sdn Bhd (known collectively as Contractors). Subsequently, the Contractors formed BC Petroleum Sdn Bhd (BCP) to carry out the management, operations and development of the SFRSC. The development area is located approximately 100-130 km northeast of Bintulu, Sarawak covering four fields – Balai, Bentara, West Acis and Spaoh in water depths ranging from 45-65 meters. The project facilities currently comprise four light weight guyed wired caisson wellhead platforms (Tarpon), one in each field, and an Early Production Vessel (EPV) the "Balai Mutiara", with on board oil and gas processing facilities and an effective crude storage capacity of about 50,000 barrels and accommodation for 40 staff.

BCP commenced an Extended Well Test (EWT) on the Balai-2 well in November 2013 using the recently commissioned EPV. Following the approval of the Field Development Plan for the Bentara Field, operations will commence in April initially with a EWT on the Bentara-3 well to be followed by continuous production of the Bentara 2 and 3 wells. In parallel, studies are ongoing to determine the next phase of development of the Bentara, Balai, West Acis and Spaoh fields.
